آرش طلوعی، شهروند ۳۵ ساله اهل مشهد، یکی از معترضانی بود که در جریان خیزش انقلابی جان خود را از دست داد. او در تاریخ ۲۲ دی ۱۴۰۴ در پی یورش مأموران اداره اطلاعات به منزل شخصیاش بازداشت شد و برای بیش از یک ماه تحت بازجویی و شکنجه قرار گرفت. پس از هفتهها بیخبری، نهادهای امنیتی با خانواده او تماس گرفته و اعلام کردند که آرش در وضعیت کما در بیمارستان ولایت مشهد بستری شده است. خانواده او پس از حضور در بیمارستان متوجه شدند که او بر اثر شکنجههای شدید دچار جراحات مهلکی از جمله شکستگی هر دو دست شده است. آرش طلوعی در تاریخ ۱ اسفند ۱۴۰۴ بر اثر شدت جراحات وارده در دوران بازداشت جان باخت. پیکر او در تاریخ ۲ اسفند در آرامستان بهشت رضای مشهد به خاک سپرده شد. یاد او به عنوان یکی از جانباختگان راه آزادی که زیر شکنجه جان سپرد، در حافظه جمعی باقی مانده است.
